                 Concerning the Executive Regulations of Federal Decree Law No. (4) of 2016 on Medical
                                                          Liability

                            Controls and Requirements for Providing Remote Health Services

               First: Definitions
               Telehealth Consultation: It is defined as a consultation held through the use of information and
               communication technologies to offer advice on the best ways to deal with a medical case, and it is
               conducted  between  two  physicians  or  between  a  physician  and  a  patient  in  cases  where  the
               physician and the patient are not in the same place.

               Telehealth Treatment Prescription: It is defined as prescribing a treatment by the specialized
               physician in cases where the physician and the patient are not in the same place through the use of
               communication  and  information  technologies  following  the  Telehealth  Diagnosis  without
               conducting clinical examination to the patient or providing telehealth prescription of treatment
               based on diagnosis conducted through the traditional clinical way.

               Telehealth Diagnosis: It is defined as determining the illness or the patient’s health condition
               through  the  use  of  communication  and  information  technologies  provided  by  the  health  care
               service provider.

               Telehealth  Monitoring:  It  is  defined  as  obtaining  the  vital  signs  and  observing  the  patient’s
               condition through the use of communication and information technologies provided by the health
               care service provider.

               Telemedicine Intervention: It is defined as any telehealth intervention made through the use of
               communication and information technologies.

               Second: Conditions and controls for providing telehealth services

                 General controls: They apply to all areas of providing telehealth service
                   1.  Controls of the facility that provides telehealth services:
                       A facility that provides telehealth services must adhere to the following:
                       a.  Obtaining a license from the Health Authority for the provision of such services;
                       b.  Providing an integrated technical network that guarantees the effective provision of
                          telehealth as per the standards set by the Health Authority;
                       c.  Providing sufficient bandwidth;
                       d.  Providing alternative methods of communication between the service provider and the
                          recipient;
                       e.  Provide a backup power system;
                       f.  Providing servers inside the State to store and save information and a backup storage
                          for it.
                       g.  Providing  internet  technologies  and  systems  that  respond  to  the  requirements  of
                          providing telehealth service;
                       h.  Compliance with high quality standards for telephone and call recording systems;
